If you're not fluent in Hamilton-ese, allow us to break down the reference.
The real-life Schuyler sisters are central characters in the musical. There are three of them -- Angelica, Eliza, and Peggy. But Peggy has just a minor role in the production, so Hamiltonfans frequently joke about her afterthought status by referring to her simply as "and Peggy." (The phrase even features in the lyrics to a Hamiltonmusical number.)
That's why a jersey only reading "Peggy" simply wouldn't do.
