That text is the "Emoluments Clause," a provision of the Constitution written to prevent U.S. lawmakers from being corrupted with cash or gifts from foreign leaders.
How does this apply to Trump? Well, he has foreign dignitaries paying to stay at his hotel, business leaders paying to be members of Mar-a-Lago, and property deals in countries ruled by leaders he interacts with as president.
